Also, Cuddy re-hired Foreman to act as her eyes and ears on the team yet he doesn't do anything of the kind. It just looks as if the writers seem to concentrate on the most important plot lines of the show without paying much attention to the details where all that subtlety lies."

Nice points there... So, first of all, in my opinion, leaving the clinic patients up to Cameron in the ER or other doctors is a major drawback. Not only their interaction with House and his attitude towards them was hilarious but their cases have been many times helpful to the patient of the week's final diagnosis.
As far as Foreman's role is concerned, I totally agree with you. He struggled to show he was in charge but he was unlucky enough to get overshadowed by House and his medical skills. He looks as if he can't hide his respect and admiration towards his former boss which makes it extremely hard for the new team to consider him as their boss and for him to look up to Cuddy and spy on a person he admires more. The way I see it in mirror- mirror episode, Foreman's line: "I'll keep my mouth shut" was also a promise to House that he would never inform Cuddy against him.
Yes, generally I would point to inconsistent writing as a reason for the criticism the show receives. I believe that something has changed in the way the writers handle things. The key to the show's success was subtlety. Everything could be interpreted in many ways. From a character's reaction to a patient's symptom's everything wasn't what it seemed to be. Now they limited our options...
